When the presidents of Russia, Belarus andKazakhstan gathered in May to sign the EurasianEconomic Union into existence, it was hailed as an“epochal” moment with geostrategic implications.

“Russia, Belarus and Kazakhstan are moving towards a completely new level of co-operation,”Mr Putin said at a ceremony in Astana’s Palace of Independence, Kazakhstan.
