建议信是就与自己密切相关的某个或某些问题向有关个人、部门、机构提出合理性的建议，目的是让对方接受自己的主张，已解决现存问题，因此建议信要求简明扼要、目的明确、建议合理、理由充足，以更好地说服对方接受自身想法。写作时，务必要顾忌收信人的感受，指出对方不足、提出建议时语言要委婉和礼貌，切忌质询、命令的口吻。
一般来说，在考研英语中，建议信的主体部分可按照三个步骤进行，即“三步走”策略。
首段：自我介绍，表明相关表扬在先，建议在后。
中段：具体建议细节。
尾段：期望被采纳，表示感谢。
以2007年英语(一)中的小作文为例：
Write a letter to your university library, making suggestions for improving its service.
You should write about 100 words on ANSWER SHEET 2.
Do not sign your own name at the end of the letter. Use “Li Ming” instead.
Do not write the address.
作文要求给校图书馆写封信，就改善图书馆服务问题提出建议。按照上面所提的“三步走”策略：
首段：I am a student in this university(自我介绍) who regularly comes to the library to spend my spare time(表明相关). Generally speaking, the services you offer here are quite good(表扬在先) however, I have some suggestions for you to adopt.(建议在后)
第一句话先介绍自己是本大学的学生，而且经常去读书馆、非常了解图书馆的现有服务，所以完全有资格就此问题提出建议，并不是胡说八道，正所谓没有调查就没有发言权。第二句委婉表达，先肯定现存的服务，之后再礼貌表明自己认为仍可提高。
中段：Firstly, will you please prolong the time for reading? (建议一)In the daytime, most of the students are having classes, so they cannot come to the library(提出建议一的原因). Moreover, some of the books on shelves are out of date(提出建议二的原因). If you are so kind as to provide us some books such as the latest magazines, we will be very pleased(建议二).
提具体建议时一定要有逻辑，分条进行而且建议之后或之前一定要附加提出这条建议的原因所在，以更具有说服力，而不要仅仅罗列数条建议，这样也可以增加作文的篇幅，满足题目所要求的词汇量。
尾段：I really wish to have a more comfortable library(表达期望). Thank you for your time and consideration.(表示感谢)
