1、The method of scientific investigation is nothingbut the expression of the necessary mode ofworking of the human mind; it is simply the mode bywhich all phenomena are reasoned about and givenprecise and exact explanations.
【分析】
并列复合句。分号连接两个分句。第一个分句的主干为 Themethod is nothing but the expression;of thenecessary mode of working of the human mind 是 expression的后置定语，前置译。第二个分句的主干为 it is the mode，后跟which引导的定语从句修饰限制the mode，由于定语从句较短，前置译为“的”字结构。
【点拨】
1、nothing but “仅仅，只不过”。2、mode“方式，样式;模式;状态”。3、reason about“推理，思考”。
【译文】
科学研究的方法不过是人类思维活动的必要表达方式，也就是对一切现象进行思索并给予精确而严谨解释的表达方式。

复合句。句子主语是以whether引导的主语从句，谓语为depends on，宾语是the issue。介词短语at theexpense of technology 作状语，补充完整为 at theexpense of decreasing the financing of technology，翻译时按照汉语表达习惯，把状语置于主语之后，谓语之前。of which is seen as the driving force 作 issue 的后置定语，which指代主语从句中提到的pure science和technology中的某一个，翻译时issue可以不译出，而把后面的被动语态转译为主动语态的无主句。

1、at the expense of“以…为代价”，此句中直接译为“以减少…来增加…”。2、vice versa“反之，正相反;反之亦然”。
